About Jonathan

Jonathan Brown conducts research and evaluation projects focused on improving the quality and outcomes of services for people with mental health and substance use disorders. Much of his work examines strategies to improve the integration and coordination of care. He has expertise in using Medicaid claims and other data sources to measure the quality and outcomes of behavioral health care. He also oversees Mathematica’s behavioral health business development and client relationships.

Brown currently directs a national evaluation of the Primary and Behavioral Health Care Integration program for the Substance Abuse and Mental Health Services Administration (SAMHSA) to examine the implementation and outcomes of co-locating primary care services in community mental health centers. He also directs a national evaluation of the Certified Community Behavioral Health Clinic Demonstration for the Office of the Assistant Secretary for Planning and Evaluation to examine whether using new Medicaid reimbursement mechanisms to deliver comprehensive care in community mental health centers impacts the quality, outcomes, and costs of services.

Brown has conducted several projects to develop behavioral health quality measures. With support from the Office of the Assistant Secretary for Planning and Evaluation, SAMHSA, and the Centers for Medicare & Medicaid Services, he led a project that developed measures for health plans and inpatient psychiatric facilities. Many of these measures have been endorsed by the National Quality Forum and are used in national quality reporting programs.

As a co-investigator of the Johns Hopkins University Center for Mental Health Services in Pediatric Primary Care, Brown has worked to develop strategies to improve the delivery of mental health services in primary care, including for Maryland’s Behavioral Health in Pediatric Primary Care Initiative. He recently completed a project sponsored by the National Institute of Mental Health to develop and evaluate mental health skills training for medical assistants who work in primary care.

Brown has served on expert panels for the Institute of Medicine, National Quality Forum, SAMHSA, and Centers for Medicare & Medicaid Services. His work has been published in issue briefs and peer-reviewed journals, including PediatricsPsychiatric ServicesAdministration and Policy in Mental Health, and Evaluation and Program Planning. He holds a Ph.D. in health services research and an M.H.S. in mental health from the Johns Hopkins University Bloomberg School of Public Health, where he is also adjunct faculty.
