Kathryn Dovgala specializes in developing technology solutions for a variety of stakeholders, including the U.S. Department of Health and Human Services and the U.S. Department of Labor. 


Currently, she is leading the development of an automated Medicaid managed care data collection tool for the Centers for Medicare & Medicaid Services (CMS), which will be deployed to all 50 states for the collection of their managed care data. She is also directing the 1115 Performance Metrics Database and Analytics projects for CMS, an initiative to support a database and analytics solution to support CMS’s needs for monitoring and evaluating state 1115 demonstrations, including tracking performance-based incentive payments, quality, and other performance metrics. 


Before joining Mathematica in 2013, Dovgala was a software engineer and project manager at Molina Medicaid Information Systems. While there, she designed, implemented, and managed multiple data collection and tracking systems for New Jersey’s Medicaid Management Information Systems. Dovgala received an M.A. in international/intercultural management from the School for International Training and has a graduate certificate in health information technology from Columbia University.
