A Government Performance and Results (GPRA) Report: The Status of the Medicaid Infrastructure Grants Program as of 12/31/09

This final report describes the key activities and program outputs of Medicaid Infrastructure Grants made by the Centers for Medicare & Medicaid Services to states with the goal of improving employment outcomes for people with disabilities. One of the most visible activities has been the development of state Medicaid Buy-In programs, under which workers with significant disabilities can “buy in” to Medicaid coverage when their earnings would otherwise make them ineligible. In 2009, there were over 150,000 persons with disabilities enrolled in these programs nationwide, which now operate in 37 states with a Medicaid Infrastructure Grant. This report updates trends in the enrollment, employment, and earnings of participants.
