Key Findings
  • Medicaid enrollment in comprehensive MCOs increased by 7.0 percent – from 50.9 million in 2015 to 54.5 million in 2016 – representing the lowest rate of increase since 2013.
  • States continue to expand their use of comprehensive MCOs to deliver Medicaid.
  • Nearly 12 million low-income adults covered by the ACA Medicaid expansion were enrolled in comprehensive managed care plans, compared to over 10 million enrolled in 2015.
  • Managed long-term services and supports (MLTSS) programs experienced growth.

The Medicaid Managed Care Enrollment Report summarizes data on Medicaid managed care as of July 2016. The report includes a summary of trends in managed care enrollment and program participation. It also includes national-level summary tables, such as total enrollment, enrollment by Medicaid only, enrollment of dual eligibles, enrollment in comprehensive managed care organizations, and enrollment by program and plan. Finally, the report includes state-level tables on features of the state’s managed care programs.

The data and information presented in this report were collected directly from all states, the District of Columbia, and US territories.
